I'm not sure wether *_group will work, try using a hostgroup as you did 
below:
*;hg-GROUP;*;cpu top;*;1800-2359 0000-0759;ext-sendpage-pager:~15

you could try this:
hg-GROUP;;*;*;1-5;0800-1730;ext-sendpage-pager

eg, specify when to send the page, not when not to.
