The correct file is BBHOME/etc/bb-proctab and, because this is a
client test, this should be under the client BBHOME (for recent
versions of BB). There should be a bb-proctab.DIST file there by
default. It contains helpful information and can act as a template
for your working version.
Entries in this file will override the default ones that are specified
as PROCS and PAGEPROC in the file etc/bbdef-client.sh. Since you're
still seeing the default tests on the web display, it suggests that
BB is not seeing the changes that you have made.
