That sounds strange. There does not appear to be any difference
between network tests and client tests in the way that the messages
are relayed. A couple of things do occur to me though.

First, because there is now an appreciable difference in age between
the two versions, you may now effectively be sending messages from a
1.9e client to a 1.8a server. This can often cause problems whereas
the opposite, old client to new server, normally does not pose
difficulties.

In order to avoid this, I would try to upgrade the US server (to the
same version as the one in India if possible) as soon as possible.
Another option might be to run a 1.8a client on the server in India,
but that feels like it may be more difficult to configure.

The second possible cause of difficulty is "combo" message handling.
>From the README.CHANGES file, it looks like the US server dates from
a time when "combo" message handling was changing. If the relaying
the client data is producing "combo" messages, it may be that the
US server isn't processing them correctly. Again, updating the US
server is probably the best way to proceed.

If you have not already looked closely, I'd also suggest reviewing
the BBOUT log file on both machines to see if they show anything
unusual.
