The line:

  *;;*;;*;*;<admin email>:10~180

should actually be:

  *;;*;;*;*;<admin email>:~10-180

That should give you an initial delay of 10 minutes and a subsequent
delay of 3 hours.

If this does not work and you have not tried it already, you should
probably test without any page delay to check that this isn't a
different e-mail problem.
