In short, I think either method should work. All the rules lines are
processed and I'm pretty sure that the resulting list of recipients
is made unique. In that way, even if the same recipient is seen
on multiple lines, only one alert is sent.
Also, in relation to your new rule, if you want to send all (or even
most) alerts, you may be better off using a wildcard for the services
column. I think that the following might also get you what you want:
hg-direct;;*;;*;*;pg-unix-email
