I'm starting to think that this change, to a more recent version
of BB, has exposed a problem with your configuration. Specifically,
I wonder if status used to be sent directly to multiple displays
rather than being relayed. For example, if the US server is defined
as a BBDISPLAY in the bb-hosts file on the server in India, the
status messages for network tests will be sent directly from
India to the US rather than being relayed.
Part of the reason for this conclusion is that I cannot see how
two BBDISPLAYs can relay to each other without producing an endless
loop. In order to relay the information from each side, I think that
you will need a machine on either side that performs that relay
function but does not receive relayed information. That machine can
be another BBDISPLAY, but does not need to run a web-server or even
create any HTML pages.
For example, the bb-hosts files might be like this:

In order to test this out, I'd start by getting relaying to work in
one direction first. This can be done quite quickly because it does
not need a dedicated relay machine. For example, in order to test
relaying from USA to India:

You'll need to remove the log files from the USA server for all tests
that used to be sent from India, to avoid purple messaged during the
test. I'd also be tempted to stop most of the clients from running to
reduce the number of bb-hosts files that you need to modify.
Once that is working, you can configure and run a dedicated relay
machine in the USA (using a bb-hosts file like the one from the
first pair) and check that works as expected. Then you can set
up a dedicated relay in India.
