{bb} pagedelay

In bbwarnsetup.cfg pagedelay is "pagedelay: 15".  I created a mail group
called pg-BBadmin.  I also created a bunch of hg-* groups.  Then in
bbwarnrules.cfg I have lines like the following:
hg-routers;;*;;*;*;pg-BBadmin:60.  The issue is that when a device goes
down it still sends e-mails every 15 minutes until the problem is
solved.  I thought the 60 would tell it to send e-mail every 60 minutes
overriding "pagedelay: 15".  Is this not the case?
