No, you are correct :) The rule that you have defined should send alerts
for hosts in the hg-routers group to recipients in the pg-BBadmin group
every 60 minutes. If, however, another rule also matches, the one with
the lower delay would be used. As a first step, you should verify that
no other lines are matching your test alert. I would then try adding
a specific rule to bbwarnrules.cfg, that alerts to a unique recipient,
and see if that will pick up the overriding pagedelay.
