{bb} why I couldn't receive email at localhost?

Hello Bigbrothers,

My BB notification still couldn't work. I am not sure it's because of the email problem on BB host.

I could send emails to my own email box for  BB host, but I couldn't send emails to the localhost users on BB host.  
When I use the command on BB host:
#mail -v root

Subject: test
test
.
Cc: 

it shows:

but I found all the email are on the queue and "Connect refused by bigbrother.domain".

Anyone helps?
