This may be completely out of left-field and irrelevant, but it bit me
once. I installed BB on a RHES box once that, for SOME reason, changed
hostname during the boot process. Don't ask me why - I didn't set it
up. :)
Anyhoo, I had the exact same issue, and it turns out that the runtime
hostname was used in the bb-exttab, so once the system was fully up
all the externals would start just fine, but not during boot (we use a
standardized [and pretty large] bb-exttab that's distributed to the
clients by way of scp, so there's only one central copy to keep track
of - and it also prevents us from using localhost as a host entry in
the bb-exttab file).
This issue was dealt with by doing a proper hostname change.
