Both client and server, even if they are both om the same machine.
Strictly speaking, it might not be required on display-only server,
but it's probably best to put it everywhere.

That is the normal behaviour. The default time between alerts can be set
in the "pagedelay" token and exceptions can be set in bbwarnrules.cfg.
There is a good deal of flexibility available, but I tend to work better
when I'm nagged so I stick to the default.
