The short answer is no. Pagelevels is a system-wide configuration.

There are ways that you can get close to what you want. For
specific recipients, you can suppress alerts for particular
colours by using a custom paging script. For individual tests,
if you want to disable the "yellow" alerts, you can set the
"yellow" threshold the same as that for "red".
