And I would presume that those lines refer to the Cisco routers
which are displayed as being down. If a telnet connection to those
routers does take a significant amount of time to complete, it is
probably not going to be effective to test it in the normal way.

The standard network tests are really intended for services that
are prime functions which will, by definition, respond promptly.
In this case, I expect that the routers will not be running a
telnet daemon, but will start one when required. As a result, it
might actually be counter productive to force it to start one up
every five minutes.

So I think that you should consider whether you really need to
test telnet on network appliances. Does it provide any extra
information in combination with the other tests that you are
running? If you decide that you still need to test this, I
would use an external script so that it does not slow down
the standard tests and you can test at a slower frequency.
