That does not look like what is intended. When recovery messages
are sent out, recipients that have yet to be alerted (either from
an initial delay or an escalation) should be specifically removed.
You should also note that the "page delay" is not applied at the
beginning. An alert should be sent out immediately unless an initial
delay is specified and the "page delay" governs the frequency with
which subsequent alerts occur.
If you do have an initial delay for this recipient and the problem
persists, you will probably have to enable debugging in bbpage.c
to track what is going on.
