If there are machines that you have installed the BB client software on
and the client tests (cpu, disk, msgs and procs) are also turning
purple, please check that the clients also know about the failover
server. They should have BBDISPLAY and BBPAGER keywords against the
primary and the failover server.

Odd. Does BBOUT indicate that it is trying to start bb-network.sh?

Correct.

Right again.

Yep. If you are pulling the network cable on the primary to test this,
that setting should not make any difference. Without it, BBNET failover
is based only on a ping result. As long as the primary is up, BBNET
wouldn't failover even if BB was not actually running on the primary.
All that FAILOVERBOTH does is trigger BBNET failover when the BBPAGER
(which really test the primary BBPAGER by trying to send a dummy alert)
does. Where the primary is a combined BBNET and BBPAGER, this makes
BBNET failover a little more robust.

If you are not testing by disconnecting the network cable from the
primary (or shutting it down and switching it off), you should try
that to see if the failover reacts differently.
Cheers, Phil.
