{bb} Initial Delay for Pages

Is there a known issue with initial page delays larger than two digits? 
We recently set up a rule as such:

ldap*.acsu.buffalo.edu*;; msgs;;*;*; ext-epagesvc-Auth_24x7:~90-15 
ext-epagesvcsec-Auth_24x7:~120-30

The page to the primary goes out after the proper 90 minute delay but 
the page to the secondary goes out immediately rather than after 120 
minutes.
