I don't think there is any limit (other normal integer limits) on the
value of an initial delay. Have you also tried setting the second
recipient to 90 to see if that works? Are there any other rules that
might be matching and sending messages immediately?
It is possibly easiest to start by reducing your bbwarnrules.cfg to
contain only the problem rule to test. If it still does not work,
you may need to enable debugging in bbpage.c and plough through
the output.
