ISTR another recent report of someone unexpectedly getting brief
messages for all recipients. I would recommend that you enable
debugging in bbpage.c (then re-compile and swap in the new "bbd"
binary) and trigger an alert that should go only to e-mail recipients.
This will quickly put a lot of information into BBOUT (so don't let
it run for long) which should show how the "briefrcpt" token is being
matched.

In order to keep the debugging data to a minimum, it is worthwhile
removing any test that are currently non-green before doing this.
