Perhaps the first point to make is that this configuration is not a
valid one. The "pagelevels" setting needs to be the same everywhere
because it is used by both clients and servers.

That sounds logical. This is determined on the server and, as far as
it knows, "yellow" is not a page state. No recovery message is needed.

Is this from "green" to "red", or from "yellow"?

My guess would be that the "np_" file is not getting cleared for the
same reason that the recovery message is not produced. The server does
not expect it to exist. Under these conditions, it might be safer for
the server not to generate the "np_" file (and just warn at the default
pagedelay) when it receives a "page" request for a status that is not
in "pagelevels".

No, I don't think that the client knows anything about the "rm_event"
message. It just requests an alert with a "page" message if it has
a status that is in "pagelevels".

That would be my analysis. The server cannot ignore the "yellow" page
request from the client, but there may be a case for handling it in
a different manner. Much like the "unmatched" recipient, perhaps there
should also be a "unconfigured" alert for unexpected status values.
