{bb} Failover configuration

I would appreciate some help with the following question.
I want to configure failover.
I only want to have my primary server as a BBDISPLAY.
The question is the following:
both servers have the following bb-hosts file:

x.x.x.x   primary.server.com  # BBPAGER BBNET BBDISPLAY

x.x.x.x  secondary.server.com # BBPAGER
 
--in the secondary server (which i want that is my failover)
i have done the following changes:

1) in etc/bbdef.sh   BBEXT="failover"
2) bbwarn: FAILOVER
3) uncomment FAILOVERBOTH=TRUE
4) in etc/bb-bbextab : x.x.x.x  secondary.server.com : : failover

 

I am not sure my clients bb-hosts files are properly set:
what i have done is in both primary and secondary i have set the bb-host clients as:

x.x.x.x  primary.server.com  # BBPAGER BBNET BBDISPLAY

Could you help me with this, i dont think that my bb-hosts clients are properly defined.
