Yes.
Essentially the clients will attempt to send "page" messages to both
the primary and secondary. Normally, the secondary will just discard
the requests. If it detects that the primary has failed, it will go
ahead and send out those alerts.
Also, I don't think that you need to modify both the BBEXT variable
and the bb-bbexttab file. They are just alternative methods (the
former being the older) of getting the script to run.
