Load Average is the number of running processes and will not be affected by
virtualization. If you really mean CPU Utilization, then yes it may be
affected by virtualization. On the zSeries, VM has the means to get the
total CPU Utilization for all virtual machines. Performance monitors can
provide this information for each virtual machine, measured at the hipervisor
level and 'pro-rated' to compensate for the hipervisor and the other virtual
machines.
I don't know much about the pSeries hipervisor, but I would guess that you
want to look for some hipervisor level information, perhaps available via
SNMP.
