I don't remember seeing that error before. It looks like it results
from an page request that has an empty message part. If the normal
network and client tests are generating these, I'd guess that there
is something other than bbwarnsetup.cfg and bbwarnrules.cfg that is
wrong.

Expands, how? If you mean that you have used those as place-holders for
the purposes of this e-mail, then that's OK. Normally host and recipient
groups are the only thing that BB expands.

That shouldn't make any difference with the test. The pagelevelsmail
token is used to suppress non-mail recipients for particular colours.

You can generate a test using the "bb" binary, like so:
export BBHOME=/usr/local/bb/bbc1.9i-btf
cd $BBHOME
. etc/bbdef.sh
bin/bb $BBDISP "page aclient,mydom,com.conn red Test message."
I would guess that you may need to re-compile with some debugging
output switched on to be able to work out where things are going
wrong. It might also help to know what hardware, OS and BB version
you are using for the server(s).
