You might get a more authoritative answer on the other (BBNTD) list
as this one is primarily intended for the Unix-ish server. However,
from what I can remember, the key steps are to ensure that the
Execute permission on the folder is set to "Scripts and Executables"
and that the binary is registered as a web service extension as
detailed here:
