I think that I can begin to understand a little of what you are
trying to do with this. Unfortunately, it looks like I'm 5 years
behind you in the planning. It sounds like a personalised and
dynamic variety of sub-page with a CGI front end. I expect that
the details of a suitable solution would be highly implementation
specific, so I'll stick to generalities.
There appear to be a range of CGI frameworks for content management
applications which could provide a handy starting point. It might
also be worth looking at the BBgen to see how Henrik designed his
"pageset" feature.
I can also envisage and alternative approach if you are not too
concerned with the background colour. If you don't need ultimate
flexibility but can reduce the choices to a collection of sub-
pages (by department or function), it might then be sufficient
to filter out unwanted hosts from those pages based on individual
needs. As you would expect, there are limitations and benefits
to this approach.
But, to answer your original question, I expect that you will
have to do most of the work yourself.
