Then, what you want is not "escalation", at least not what BB means by
escalation. If you use a normal initial delay instead (the tilde "~"
character), it should give you the behaviour that you want.
To summarise, if you have three groups of admins with increasing levels
of competence you might alert the first group immediately and the second
group after an initial delay of 30 minutes. That way, if someone in the
first group feels confident about fixing the problem and acknowledges
for all, the second group would not be alerted. But, if you escalate to
the third group after an hour, they will be alerted to a continuing
problem no matter what the underlings have done. It is set this way
for a very good reason. If you really do need escalation, the last
thing you should do is allow lesser mortals to tamper with it.
