For future reference, you should also let people know that SELinux
has been disabled already. It's the first likely candidate when
things stop working on RHEL.
If you have simply placed the script in the cgi-bin directory, but
left the name as "maint.pl.v2.9", this will cause problems. The
script refers to itself in order to perform a task and expects
to be named "maint.pl". If you really wanted to call it something
else, you would need to edit the script and change those references.
Otherwise, just rename it to "maint.pl".
When debugging CGI problems, a good place to look are the web-server
logs. For most servers (including Apache), they include a lot of
helpful information. They will probably be in a location like
/var/log/apache2/.
